This is Sandy Cheeks with a terrific shelter employee. Let me just tell you about this sweet girl. Sandy Cheeks was found as a stray on Mill Creek Road and brought into the shelter on 11/10/23. At the time of intake and exam, it was noted that she was limping on her back leg. She was taken to Austin Veterinary Animal Hospital on 01/08/2024 to be spayed and have her legs x-rayed. It was determined then that she needed FHO surgery for the broken femur bone. Austin's referred her to Swansboro Animal Hospital Emergency and Trauma Center for the surgery. It was found that her hip, legs were riddled with buckshot; her ligaments and bones were all ruptured. Dr. Guttroff performed the FHO, and she is now healing. All of these surgeries, exams, medications were paid for by PHPCC - Protectors of Homeless Pets of Carteret County. The total costs that were paid were a total of $2,371.08. Sandy Cheeks will be available for adoption when she is totally healed. PHPCC has been paying for the veterinary costs of the animals at the Carteret County Humane Society & Animal Shelter for over ten years. Our mission is that those homeless animals are healthy when adopted. We do not solicit for funds, but our funds come from grants, donations and fundraisers.
Big Changes at PHPCC
On January 21, 2022, Austin Veterinary Outreach and Rescue (AVOR) sold their mobile clinic because Dr Sara Austin and Dr Sam Schmitt could not continue providing their service to the clinics.
PHPCC - Protectors of Homeless Pets of Carteret County funded many spay-neuter and vaccine clinics over the years via the AVOR Mobile Unit. AVOR was originally "gifted" the mobile clinic from the non-profit Encore in July 2015. The stipulation with the Bill of Gift was that eighty percent (80%) of the sales price would be given to PHPCC to be used for spay-neuters of the shelter animals..
The mobile unit sold for $135,000 and PHPCC received a check for $73,000 to be used at our discretion in line with our mission of helping the homeless dogs and cats at the Carteret County Humane Society and Animal Shelter and those in Carteret County that need financial assistance in the care of their pets.
In April 2016, PHPCC applied and received our first grant funding from the Brandt Animal Foundation. We have been blessed to continue to receive grant funds from this Foundation every year to pay for the spay-neuters for the homeless animals at the Carteret County Humane Society & Animal Shelter and to the residents of Carteret County. Without these we couldn't have possibly achieved all that we have! Yesterday we received our 2020 Grant Funding!
PHPCC received an $20,000 Brandt Grant for 2022! The rules for the grant are as follows: $10,000 to be used for spay-neuter surgical procedures and associated medical expenses. $10,000 can be used for general medical expenses. All animals must reside in Carteret County. Twenty-five percent (25%) of the animals are to be family owned pets with the remaining seventy-five percent (75%) being feral cats, animals waiting for adoption, fostered pets or shelter animals.
Update June 2022--> After a final accounting to the Brandt Foundation for the previously awarded funds ($20,000) PHPCC was awarded an additional $20,000 in funds!
SPAY NEUTER
Our target area for spay neuter services will be Morehead City and
Western Carteret County. Not only will we have mobile clinics in these
areas, but also a spay-neuter day(s) at Austin Veterinary Clinic if the
AVOR Mobile Clinic is booked. We are going to help family owned pets,
feral cat colonies, shelter animals and Rescue groups that have not
received their 501c3 status yet, i.e., Misplaced Mutts and Eastern
Animal Rescue and Sanctuary - EARS!

Spay Neuter Clinic
The first spay neuter clinic was held on January 20, 2016 was quite a success. The clinic was held at Davis Shores and was conducted by Austin Vetereinary Outreach and Rescue - AVOR by Doctors Sara Austin and Sam Schmitt along with some of the Veterinary Technicians that work at Austin Veterinary Animal Hospital. Each of these individuals volunteered their time. This was a free clinic to the residents of the Downeast community. They performed Heartworm and FIV/Feline Leukemia Virus testing and administered Rabies and Distemper vaccines.
At this clinic, vouchers were given to those residents to have their animal spayed or neutered at a cost of only $25.00. Protectors of Homeless Pets of Carteret County - PHPCC will pay AVOR $50.00 for each canine spayed/neutered and $45.00 for each feline.
PHPCC donated $4,245 to the clinic.
